I think you should all take a long at the interpretation of PP in Melanie's paper. She's done a really good job of looking at the allegory. Plus she worked with a the middle English, something you are need to do--even if it is just bit by bit here in the beginning. Her comparison with Shakespeare's use of lunatic critiques of an oppression political system is very appropriate too.
An important line in the cat/rat metaphor is about the cat being a kitten. This is a direct reference to Richard II, who is a child when he takes the throne. What makes it important is that England doesn't have one leader; rather, it's got many different people advising a boy king, and that type of internal division is always very harmful to the poorest.
